Legislation unveiled in the King’s Speech will pave the way for the establishment of a Warm Homes Agency.
The Energy Independence Bill, announced by the government during the State Opening of Parliament on 13 May, proposes creating an executive agency made up of staff currently working for regulator Ofgem and other public bodies on energy efficiency and heat decarbonisation programmes.
Functions and roles within Ofgem, the Department for Energy Security and Net Zero, and Salix Finance will be merged to create the new body, which was announced in the Warm Homes Plan earlier this year.
The bill also proposes bringing in new rules to ensure landlords invest in home upgrades, which, the government claims, will lift 415,000 households out of fuel poverty by 2030.
