Chancellor backs £13.2bn Warm Homes Plan

Plan will support investment in heat pumps, energy efficiency, and low-carbon technologies

Chancelloer Rachel Reeves has announced that the government will deliver ‘in full’ Labour’s election manifesto commitment to implement its £13.2bn Warm Homes Plan (WHP).

The Chancellor of the Exchequer’s Spending Review (SR), published on 11 June, outlines Whitehall departmental budgets over the next three years. It says the pledged sum will be earmarked for schemes to support the rollout of heat pumps, alongside energy efficiency measures and other low-carbon technologies, such as solar and batteries.

There was widespread speculation in the run up to the SR that the WHP would be cut as part of a wider drive to rein in overall government spending.

Dr Anastasia Mylona, CIBSE’s technical director, said: ‘The Spending Review presents significant opportunities to improve our built environment, from boosting affordable housing and school rebuilding, to investing in training and AI skills.

‘As we face urgent challenges around sustainability and energy security, government investments offer a vital boost towards achieving our net zero targets and enhancing the quality and safety of buildings.’
